Federal Register
All federal agency regulations and proposed regulations are first issued in the Federal Register, which is published every federal business day. They are organized chronologically. The Federal Register also contains presidential proclamations and executive orders and all notices and other documents which the President determines have general applicability or which Congress requires to be published in the Federal Register.

Federal Agency Decisions
- Looseleaf Services: There are a variety of looseleaf services, e.g., Standard Federal Tax Reporter, that publish administrative decisions, along with the text of regulations and expert commentary. The Bluebook provides an extensive listing of these looseleaf publications under Table 16: "Services". Once you have identified a relevant title, you should consult the library catalog to determine availability and location.
- Agency Websites: Many agencies offer online access to their administrative decisions on their websites.
- USA.gov - provides an A-Z list of all U.S. Government Department and Agency websites.
- The University Virginia's Government Info Virtual Reference Shelf - has an extensive list of websites where administrative decisions are available online.
- Law Databases: Some law databases, such as BNA's Intellectual Property Library, include federal agency decisions.
State Administrative Codes
Many states publish their administrative codes online. Westlaw and LexisNexis include state administrative codes, as well. For official names (e.g., Utah Administrative Code, Code of Vermont Rules), see Table T.1 of the Bluebook.
