SEGREGATION TO PREVENT RACE RIOTS IS URGED

COUNCIL IS ASKED TO FIX RESIDENTIAL ZONES AS SOLUTION

Segregation - in other words, the establishment of residential racial zones for white people and colored people - was put forward in the city council yesterday as the one real and permanent solution to Chicago's racial problems.

Owing to the fact that the council meeting was called for special purposes which did not include the question of segregation, Mayor Thompson ruled the resolution proposing segregation out of order, but Alderman Terrence F. Moran who introduced the resolution declared that he will make it a council issue at the first meeting following the aldermanic vacation.

In the preamble, the resolution asserts that it is the belief of the leaders of both races that the riots might hav been avoided if certain elements had not stirred up racial prejudice for their own "personal and poitical benefit".

Joint Conference Urges

Then the resolution continues:

"Whereas it is the belief of the city council that many causes of difference arise out of the fact that each race has certain prejudices arising from social causes, which prejudices are more apparent when the property rights of the races become involved and;

"Whereas the city council believes that many of the causes of friction can be removed by an intelligent and equitable separation of the races; therefore be it

"Resolved that a commission composed of members of both races be formed for the purpose of investigating the causes of the recent riots and to ascertain if it is possible to equitably fix a zone or zones which shall be created for the purpose of limiting within its borders the residences to only colored or white persons."
