This document supplements the Registry of Digital Masters Record Creation Guidelines, Version 2, published May 2007 by the Digital Library Federation.

In Sept. 2005, the CIC Digital Resource Cataloging Task Group was formed with members from the CIC Heads of Cataloging and CIC Heads of Preservation groups. The task group's charge was to "Develop guidelines for cataloging materials which have been digitized locally, taking into account the Registry of Digital Masters Record Creation Guidelines, Version 1.0, published July 2004, and Preservation & Digitization Actions: Terminology for MARC 21 Field 583. If necessary, recommend changes to local policies for cataloging these materials."

At the CONSER Operations meeting in May 2005, the DLF guidelines for digital registry records vs. the aggregator neutral record was discussed. It was decided that "As a first step appropriate representatives from the DLF and OCLC will be identified for beginning the conversation." At the following CONSER Operations meeting in April 2006, it was decided that "CONSER needs to come up with a proposal on how authenticated records can be contributed to the RDM. The group that oversees the RDM guidelines then will work with us on incorporating our proposal."

In addition, the ALA/PARS Intellectual Access to Preservation Data Interest Group, formerly the PARS Intellectual Access Committee, was formed in 2005. The original charge of the PARS Intellectual Access Committee was "To coordinate section activities related to the bibliographic control of and intellectual access to preserved and reformatted materials."

These three groups came together, along with members of the DLF Registry of Digital Masters Working Group and people from the Library of Congress and OCLC to clarify guidelines for cataloging serials and monographs which are digitized locally. The resulting guidance in this document includes both the separate record approach (separate records for the electronic and print versions) and the single record approach (adding digital registry information and access for the electronic version to the print version record.)

The digital registry record is actually the WorldCat record, with an 042 of dlr and other fields to record digital preservation information. A digital registry record can be found by combining any search with Authentication code (ac=) of dlr in the Connexion client or browser, or by combining ac=dlr as keyword with any other search in FirstSearch on the advanced search page. In FirstSearch, however, using ac=dlr as keyword and limiting by Serial Publications will only give records using a single record approach, and using ac=dlr as keyword and limiting by Internet Resources will only give records using a separate record approach.

Note that the 506, 533, 538, and 583 fields should NOT be removed from the CONSER aggregator neutral record (or any other record) in OCLC. This information is very important for preservation staff when they are making decisions about whether to digitize resources. Individual libraries can, however, remove them from the records for their own catalogs if they wish. A MARBI proposal for adding $5 to 533 and 538 passed at ALA Midwinter 2007. It had already been defined for 506 and 583.

It was decided at the CONSER Operations meeting in May 2007 that CONSER members will not submit CONSER serial records to the digital registry using the single record approach for a period of one year. During that time, only the separate record aggregator neutral approach will be used for digital registry records. At the May 2008 meeting it was decided that CONSER will continue to use only the separate record approach in the Registry of Digital Masters. The main issue is the 007 on a print version record if the single record approach is used. The 007 is required for digital registry records, but it causes problems for records going to the ISSN Center.

The following are data elements which may be added to or modified in records for the Registry of Digital Masters.
