In comments to the Members of the Committee on Local Transportation of the City Council of the City of Chicago, Chief Subway Engineer Bion J. Arnold states, "no attempt has been made to show in this report the necessity for subways, for it is taken for granted that on account of the present congestion, at times, of the surface line cars and elevated trains in the business district, as well as the apparent demand for the removal of the elevated loop structure, that subways are desired regardless of whether they can be justified from a financial viewpoint or not." Map IX shows "Steps Nos. 1, 2, 3, 4 and 5 Recommended Plan No. 1 and a portion of Plan No. 2 Combined, as well as Connections on Michigan Avenue for General Through Routing of all Elevated and Subway Cars."
